Request DDEX connection activation

Request DDEX connection activation. Submit a locked draft connection for SpaceMedia connection activation review and sandbox conformance testing. This is operational connection review, not SpaceMedia release review. No partner certificate is required. Transport remains disabled until review, conformance, health, platform, contract, and environment gates pass.
