Organization admins can publish terms of service content for their branded portal.

## Required content

The terms payload requires a non-empty `tos` value. The dashboard stores the content and exposes it to users through the legal page.

## Payment impact

Upgrade and checkout flows can link users to the terms route before they complete a purchase. Keep terms current before enabling paid packages or pay-per-release flows.

## Safe editing

* Review legal copy outside the dashboard before paste-in.
* Avoid embedding scripts or unsupported HTML.
* Confirm links open correctly on the custom domain and fallback subdomain.
